Judgment 1. This Letters Patent Appeal has been filed against an order dated 1 May, 1997 in C.W.J.C. No. 5775 of 1996. Bibhash Chandra Pathak vs. State of Bihar & Ors. 2. The facts have been sufficiently noticed in the order which has been challenged. 3. Petitioners father died in 1980. By that time the petitioner was a minor. He passed his matriculation examination in 1983. After he attained the age of majority whenever he may have, 16 years later, that is to say after his fathers death, the petitioner files a writ petition. 4. The petitioner seems to be forgetting that this is High Courts writ jurisdiction. 16 years delay to seek a relief that he be given an appointment on compassionate ground, the relief cannot be had for the askance. A minor cannot be considered. Then, it is only a policy of the government. One cannot wait until the petitioner becomes a major. The petitioner took 16 years to come to the Court. The learned Judge has rightly declined to interfere on the writ petition. 5. Dismissed.
