ORDER Learned counsel for the petitioner points out that there is an apparent conflict between the decision in Goverdhan Lal Dhawan v. State of Bihar1 and the decision in Ashwani Kumar v. Regional Transport Authority2 on the question of grant of issue of permit in relation to inter-State route in the absence of any agreement between the two State Governments.
