ORDER : UPON hearing counsel the Court made the following. 1. Pursuant to the order dated 6th October, 2003 it is unfortunate that neither affidavit has been filed nor regulations have been framed. However, learned ASG has brought to our notice an order passed by the Ministry of Urban Development & Poverty Alleviation dated 24th October, 2003, constituting a Committee to examine the proposal received from the State Government/Municipal Corporation of Delhi regarding service of Heritage Buildings/Heritage Precints and to make recommendations regarding amendment of unified building Bye Laws, 1983, if necessary. The Committee in terms of that order was directed to submit report within a period of one month. We assume that the MCD and State Government would have applied mind before sending the draft regulations. Learned ASG is unable to state the specific purpose for which the Committee was constituted - whether there was any specific difficulty in regard to draft regulations. Counsel seeks time to file an affidavit. We hope that by the next date of hearing, draft regulations would be in position. Affidavit, if any, may be filed within three weeks. List the matter after four weeks.
