ORDER : 1. Mr. Raheja, the petitioner in person, has filed in Court a brief summary in relation to release of funds and utilisation thereof, appending thereto the present scenario of release of funds and his suggestions. The problem which repeatedly arises year after year is about the allocation of funds and its utilisation for protection of wild life in general and tiger project in particular. Difficulties arise in timely allocation of funds by the State Governments to the user agencies as also of furnishing of utilisation certificates by the State Governments/user agencies to the Ministry of Environment and Forests. 2. Mr. Rao, learned counsel, after discussion with the officers of the Ministry and the petitioner, shall present us a scheme on implementation whereof it may be possible that the allocations are made by the State Governments to the user agencies in time, the amounts so allocated are actually utilised for the project for which the sums are allocated, there is no diversion of funds and that timely utilisation certificates are furnished to the Ministry to facilitate allocation of funds for the next year. 3. List the case in the first week of February, 2004, at the bottom of the list.
