Judgment Per Tapen Sen, J.-Heard Mr. K.P. Deo, learned counsel for the Petitioner and Mr. Rajiv Ranjan Mishra, learned G.P.-II. 2. Mr. K.P. Deo submits that he is representing the case of Petitioner Nos. 1 and 3 only and therefore, this Writ Application is confined to them only. 3. The grievance of the Writ Petitioner in this case is that although they belonged to the same cadre as that of drillers in the irrigation department yet their counterparts working in the Mines and Geology Department, Public Works Department, Public Health and Engineering Department and Irrigation Department are getting higher pay scales after 1986. Therefore, the Petitioners have prayed that they should be allowed to draw same pay scale from 1987 as are given to Drillers working in other Departments of the State Government mentioned above. 4. In the Counter Affidavit it has inter alia been stated that the IVth Pay Revision Committee Report recommended two different pay scales for the Drillers of the Mines and Geology Department and Water Resources Department and in that view of the matter, the Petitioners should have taken up the matter relating to revision of pay scales with the State Government and should not have moved this Court directly. 5. Mr. K.P. Deo, learned counsel for the Petitioners submits that they have filed representation vide Annexure-1 but that have not been attended to. 6. In view of the nature of the dispute and also taking into consideration the report of the IVth Pay Committee, this Court cannot at the threshold grant relief to the Petitioners in the manner that they are praying for. Consequently, the Writ Petitioners are given liberty to once again file a fresh representation before the Secretary, Department of Finance, Government of Jharkhand who will look into the matter and pass order in accordance with law as expeditiously as possible but not beyond the period of six months from the date of receipt of copy of this order. 7. With the aforesaid observations and direction, this writ Application is disposed off.
