ORDER : 1. UPON hearing counsel the Court made the following. 2. S.L.P(C) Nos. 11286, 11391 and 11189 - 95 of 2003 are taken on board. 3. Issue notice on S.L.P.(C) Nos. 9253 - 54, 11286, 11391 and 11189 - 95 of 2003. Notice shall be served through the standing counsel of all the States and also by Fax to the Chief Secretaries of all the States, indicating therein that the matters would be heard and decided on 22nd July, 2003 before a Bench of five Hon'ble Judges. Written submissions be filed by 21st July, 2003. 4. An additional affidavit has been filed by the petitioners. Learned counsel appearing for the State of Karnataka prays for and is allowed a week's time to file a reply. 5. List all the matters on 22nd July, 2003.
