ORDER : UPON hearing counsel the Court made the following 1. By our Order dated 13th February,2003, we issued notices to the various States as also other respondents calling upon them to file their response. We are told today that only five States have filed their response pursuant to the said notice and 13 States have put in appearance while other States and other respondents have not responded to the above notice. We direct fresh notice to be served on the unserved respondents returnable in four weeks. Those respondents who have not filed their response will file their response within two weeks thereafter failing which we will be constrained to consider the said failure as a disobedience of the order of this Court. 2. List this matter after eight weeks.
