JUDGMENT : Fourth Report dated 14th August, 2003 has been filed by the Commissioners - Dr. N.C. Saxena and Mr. S.R. Sankaran. Copy of that report may be supplied to such of learned counsel who may approach the Registry. In respect of report of the High Powered Committee, the same may be supplied by the petitioner to the States through their counsel on payment basis. 2. In the Report dated 14th August, 2003, various issues have been dealt with such as Mid-day Meals, Integrated Child Development Scheme (ICDS), Targeted Public Distribution System (TPDS), Antyodaya Anna Yojana, other social security schemes, Employment Programmes, Urban Destitution, Corruption and Transparency and various directions have been sought from this Court. We are of the view that many of the aspects dealt in the Report can be sorted out between the Central and/or State Governments and the petitioners, particularly, having regard to the fact that it is a non adversary litigation and the aspects dealt with pertain to that class of citizens which cannot afford even two times meal. Mr. Gonsalves states that he had discussed the matter with Mr. Soli J. Sorabjee, learned Attorney General and he was also of the view that many aspects can be thrashed out across the table during mutual discussions. It is also so stated by learned counsel for the Union of India. If necessary, at appropriate stage, States can also be involved in the aspect of resolution of some of the matters. Let this be done within four weeks. The matters which remain unresolved, parties can seek directions from the Court. 3. State of Haryana and State of U.P. may file affidavits within one week. I.A. No. 27 4. Issue notice to the State of Jharkhand. Mr. Ashok Mathur, learned counsel accepts notice on behalf of the said State. Let reply be filed within three weeks. Rejoinder within two weeks thereafter. 5. Let the matter come up after 5 weeks.
