JUDGMENT : 1. State of Punjab has entered appearance and filed counter affidavit. 2. Eight weeks' time is allowed to the States of U.P., Gujarat, Mizoram, Meghalaya, Manipur, West Bengal, Bihar, Karnataka, Orissa, Maharashtra, Jharkhand, Goa, & Jammu & Kashmir, Andhra Pradesh, Union Territories of Andman & Nicobar, Daman & Dieu, Lakshdeep for filing vakalatnama/ counter affidavits. 3. In spite of service of notice on the State/ Union Territories of Madhya Pradesh, Pondicherry, Chandigarh, they have not entered appearance. The standing counsel of these respective state/Union Territories shall take instructions from the State Government and file their respective counter affidavits within aforesaid time. The Chief Secretary of the respective State/Union Territories shall see that the respective counter affidavits be filed within the aforesaid time. 4. Issue fresh notice through Chief Secretaries to the Assam, Arunachal Pradesh, Haryana, Himachal Pradesh, Simla, Kerala, Nagaland, Rajasthan, Sikkim, Tamil Nadu, Tripura, Uttaranchal. Union of India may be served afresh through its Home Secretary. 5. Respondent No. I is not interested in the present matter. Thus there is no necessity to serve him with respective counter affidavits. 6. List after the service of notice on all the parties is complete.
