JUDGMENT : 1. Issue Rule. 2. This writ petition involves a substantial question of law as to the interpretation of Articles 85 and 87 of the Constitution of India and, thus we are of the opinion that having regard to clause (3) of Article 145 thereof it should be heard by a five-Jude Bench. Order accordingly.
