ORDER : S.N. Variava, J. In our view, the order dated 26th July, 2004 in Writ Petition No.246/2004 will not cover this case. Here the facts alleged are not based on newspaper reports but on personal knowledge. Also in this case other High Courts have not been unnecessarily impleaded. We consider this to be a Public Interest Litigation inasmuch as it addresses itself to a need to lay down guidelines pertaining to judicial propriety and is thus a matter of great public interest. 2. Mr. Rao applies for time to file reply on behalf of the High Court. 3. Reply and additional documents to be filed within two weeks. 4. List on 27th September, 2004.
