JUDGMENT : 1. In spite of our Order dated 9th August, 2004, the States of Assam, Jammu & Kashmir, Manipur, Chattisgarh, Uttranchal, Gujarat, Delhi and the Union Territory of Dadra & Nagar Havelli have not filed affidavits and the Principal Secretaries are not in Court to explain why the affidavits have not been filed. We, therefore, direct that the Principal Secretaries of the States of Assam, Jammu & Kashmir, Manipur, Chattisgarh, Uttranchal, Gujarat, Delhi and Union Territory of Dadra & Nagar Havelli shall remain present in Court personally on the next date of hearing. It is clarified that they may not remain present if their affidavits are filed in the office before the next date. 2. List on 1st October, 2004.
