ORDER : R.C. Lahoti, CJI. The Union Territory of Delhi and the States of Rajasthan and Jammu and Kashmir are allowed four weeks time for filing their respective statements. 2. On behalf of the State of Punjab, it is Stated that though statement on its behalf has been filed but the State Government would like to bring on record certain additional facts and documents relevant to the Reference. let it be done in four weeks. The learned Attorney General for India States on behalf of the Union of India that for the Present the Union of India does not propose to file any Statement inasmuch as all the relevant facts form part of the Presidential Reference already on record. However, when all the States have filed their responses, the Union of India may seek the leave of the Court for filing additional statement and documents, if necessary. 3. List after six weeks. 4. This is an application filed by one Iqbal Singh Brar seeking impleadment in the proceedings in his individual capacity. It is stated in the application that he is a farmer in the State of Punjab and is interested in defending his riparian rights and the right to toil and livehood by becoming a party to the proceedings. We do not deem it proper to permit any individual becoming a party to the present proceedings since we are not called upon to decide and express opinion over riparian right of any individual. The application for impleadment is rejected.
