ORDER : 1. Having perused the affidavits filed by the Union of India and the State of Gujarat and also the report filed by the Amicus Curiae on his visit to the area, we feel it appropriate that the Amicus Curiae and an N.G.O. be requested to look into the matter and report to this Court. Accordingly, we asked the parties to suggest some names and by agreement of the parties, it was thought fit to request SEWA to look into the matter. 2. We, therefore, request the Amicus Curiae and SEWA to enquire and investigate with regard to the welfare and well being of the Salt Workers and their families in the Saurashtra and Kutch areas of the State of Gujarat particularly with reference to education facilities of the children of the Salt workers and availability of adequate and proper housing and medical facilities and submit such report to this Court preferably within three months. 3. The Amicus Curiae and the representative of SEWA may interact with the Empowered Committee for the purpose of ascertaining the measures taken by various agencies towards the salt workers welfare and also give recommendations for the effective improvement of the same. The State Government through the Assistant Labour Commissioner shall provide all the assistance for this purpose. 4. The cost of preparing such report will be paid by the Union of India and the State of Gujarat in the ratio of 70% and 30%. Let the Registry send a copy of this Order along with the entire set of papers of the Writ Petition to SEWA. 5. List on 10th August, 2004.
