Judgment 1. Heard counsel for the parties. 2. The petitioner has approached this Court by this writ application for issuance of a writ of mandamus commanding upon the respondents granting second time bound promotion with effect from 3.2.1990 and also give him the monetary benefits of first time bound promotjon. 3. It appears that the petitioner has retired in 1998 and he has got first time bound promotion with effect from 1.4.1982. 4. In the counter affidavit, it is stated that the petitioner was not entitled for second time bound promotion during his service tenure, and, therefore, no relief should be granted. 5. The petitioner, admittedly, superannuated in the year 1998 and the first time bound promotion was given to him with effect from 1.4.1982, and, therefore, he was required to be considered for second time bound promotion, as he has completed 15 years of his service with effect from 1.4.1982. 6. Under the circumstances, the petitioner, if so advised, may represent his case before the authority concerned for redressal of his grievances coupled with a prayer for monetary benefit of his promotion, as referred to above and in case, it is so done, the same will be considered and disposed of by a speaking order within a period of three months from the date of filing of the representation. 7. With the direction/observation aforesaid, this application is disposed of.
