ORDER 1. Heard counsel for tile parties. 2. This writ application has been filed to quash the Junior Engineer Civil final result published on 26.10.1998. 3. It is submitted by learned counsel for the petitioner that the Bihar Public Service Commission (hereinafter to be referred to as "Commission") has arbitrarily published the result of Junior Engineer (Civil) without considering the claim of the petitioner and others and without observing the reservation policy etc. 4. The petitioner has not impleaded the affected persons as party respondents. This Court keeping in view this fact on several occasions directed learned counsel for the petitioner to ascertain the names of the affected persons and to make them as party respondents, and till date learned counsel did not comply with the same. 5. Learned Counsel, however, submitted that it was the duty of the Commission to disclose the names of the candidates. 6. The result is said to have been published on 26.10.1998 and for this Court it would be quite unjust to quash the result so published and that also without hearing the affected parties. 7. In absence of the necessary parties the grievance of the petitioner cannot be effectively dealt with and no useful purpose will be served by issuing any direction by this Court. 8. For the reasons aforementioned, I find no, merit in this application. 9. It is, accordingly, dismissed.
