JUDGMENT : 1. Synopsis have been filed by Shri K. Parasaran, learned Senior Counsel-Amicus Curiae and Mr.K.V.Vishwanathan, learned counsel-Amicus Curiae. The learned Additional Solicitor General, appearing for the Union of India, prays for a short adjournment to look into those synopsis and file synopsis on behalf of the Union of India. Let that be done within three weeks. 2. Mr. Arun Mohan, learned senior counsel-Amicus Curiae also prays for and is granted three weeks' time to file his synopsis. 3.
