Judgment 1. Heard counsel for the parties. 2. The petitioner has made many fold prayers, but substantially he seeks direction upon the respondents to grant him time bound scale with effect from 1983 in the revised scale and to pay his due salary for the period 20th June, 1992 to 10th August, 1992, during which he waited for posting. 3. So far time bound scale is concerned, it appears that the petitioner though filed a representation before the authorities concerned, he never agitated this matter in this Court and for the first time, by this writ application he has made a grievance. The grievance of the petitioner, as such, in my opinion, appears to be stale, after a lapse of fifteen years. However, so far the prayer of the petitioner with regard to payment of due salary is concerned, it appears that the State Government has granted the necessary sanction for the same and the matter has been sent to the Accountant General, Bihar, Patna and the same is still pending before him. 4. Considering the facts and circumstances of the case, respondent no. 2, Accountant General, Bihar, Patna, is directed to issue authority slip to the petitioner for payment of his due salary, as referred to above, for which the State Government has sent the requisition much earlier. This exercise, however, must be completed by the Accountant General, Bihar, Patna within a period of six weeks from the date of receipt/production of a copy of this order. 5. Before I part with this order, I would like to observe that I have not expressed any opinion, so far the claim of the petitioner for time bound scale and revised scale are concerned, and the petitioner, if so advised, may raise his grievances departmentally by way of representation, which would be considered and disposed of in accordance with law. 6. With the direction/observation aforesaid, this application is disposed of.
