JUDGMENT : 1. We find that neither Union of India nor other States except State of Goa and Tripura have filed their affidavits. One last opportunity is granted to file affidavits. Four Weeks' time is granted for that purpose. If any State does not file affidavit within this time, the Principal Secretary of that State to remain present in this Court on the next occasion to explain why the affidavit could not have been filed even after so many adjournments. 2. Learned counsel for States of Goa and Tripura to comply with the officer report.
