Judgment 1. Heard counsel for the parties. 2. Learned counsel for the petitioner confines this application only with regard to grant of first time bound promotion, so far the petitioner is concerned. 3. It is submitted by learned counsel for the petitioner that the respondents in the counter affidavit have admitted that the petitioner became eligible for first time bound promotion with effect from 1.4.1981 in light of Finance Departments Resolution No. 10770 F/S dated 30.12.1981 as well as Agriculture Departments resolution no. 3521 dated 11.4.1977. 4. Learned counsel for the State in view of this statement made in the counter affidavit, however, submits that necessary decision will be taken in the matter after due consultation with the Finance Department as early as possible. 5. Since the claim of the petitioner for first time bound promotion has been admitted by the respondents in their counter affidavit, the respondent authorities are directed to take an appropriate decision in the matter and pay consequential monetary benefit to the petitioner within a period of three months from the date of receipt/production of a copy of this order. 6. With the direction/production aforesaid, this application is disposed of.
