JUDGMENT : 1. Mr. Ranjit Kumar, learned senior counsel, who is present in Court, upon request of Court, readily agreed to appear in this case as Amicus Curiae. Ms. Anjani Aiyangari, learned counsel also agreed to assist learned Amicus in the matter. Registry to supply complete set of papers, including copies of all the orders as well as affidavits filed on behalf of all the States and Union Territories. 2. Learned Attorney General for India states that in this case, Mr. A. Sharan and Mr. Gopal Subramanium, learned Additional Solicitor Generals would represent the Union of India. Three weeks' time is allowed to the Union of India to file counter affidavit. 3. Within the same time, affidavits must be filed by Chief Secretaries of the States of Himachal Pradesh, Maharashtra, Goa, Chhattisgarh and N.C.T., Delhi, failing which the Court would consider desirability of directing personal appearance of Chief Secretary of the defaulting State. 4. List the matter on 24th October, 2005.
