The Delhi Government shall file an affidavit, within three weeks, placing on record the number of applications received before the order was made by this Court on 29th April, 1999 for effecting registration of cars on transfer from another State. 3. The inventor or the applicant may move appropriate authority, forum or the Government and we have no doubt that when so approached, the matter will be thoroughly examined and got tested from appropriate laboratories, if prima facie satisfied with the claim so made. 5.
