ORDER : Pursuant to the Order dated 25.11.2004 Navin M. Raheja v. Union of India, (2012) 11 SCC 539 , an additional affidavit of Dr. Rajesh Gopal, Inspector General of Forests and Director Project, Ministry of Environment and Forests has been filed on 17.1.2005. The suggestions given in the said affidavit are accepted. 2. In respect of time frame for fund release/utilisation certificate, while accepting the time frame for release of first and the second instalment, we direct that the State Governments/UTs shall within a period of 15 days release the Central assistance to field formations so that the amount are available for use for the purpose for which the Central Govt. gives the assistance. On the aspect of monitoring, petitioner may first discuss the matter with the respondents. 3. Call after six weeks. Court Masters.
