Order Electrification of Rural Areas: Reference may be made to the order dated 11th August, 2006 whereby, the status/progress report was called for from the respondent-Board with regard to the rural electrification. In compliance of the said order an affidavit has been filed by the Board stating that a detailed report regarding the status of rural electrification in the State of Jharkhand has been prepared. The said report said to have been submitted before the Jharkhand State Electric Regulatory Commission for its suggestion. A copy of the status report has been annexed as Annexure-A to the said affidavit. From a perusal of the said report it appears that in a number of villages, electrification has been done during the year 2001-06. Curiously enough the names of the villages where electrification has been done have not been disclosed. 2. Mr. V.P. Singh, learned counsel appearing for the Board submitted that within a short time a full detail of the villages of different districts in the State of Jharkhand where electrification has been done shall be furnished. We, therefore, allow three weeks time to enable the Board to furnish a full description of the villages which have been electrified during the last six years. 3. In order to ascertain the truthfulness of the report that may be submitted by the Board, we direct the Deputy Commissioners of six districts, namely, East Singhbhum, West Singhbhum, Latehar, Garhwa and Palamau to call for a report from the Block Development Officers regarding the villages which have been electrified. The said report shall be submitted by the Deputy Commissioner of the concerned district before this Court within the aforesaid time. 4. Mr. Sahay, learned counsel appearing for the State shall immediately communicate the order to the Deputy Commissioner of the concerned district for immediate compliance. 5. It appears that the reason for non-electrification of other villages is due to the slow progress by the State in acquisition of the lands. The State authority is also directed to take all possible steps for the acquisition of the lands and construction of Power Sub-Station so that the other villages which have not been electrified till date shall be electrified. 6. Regarding a complaint made by Dhanbad Bar Association with regard to poor supply of electricity, Mr. V.P. Singh submitted that he shall consult with the General Manager cum Chief Engineer, Dhanbad Area Electricity Board and shall see that there shall be regular supply of electricity in the civil court premises of Dhanbad. We are of the view that Mr. Singh should also discuss with the Chairman, Jharkhand State Electricity Board and see that there shall be regular supply of electricity to all the civil courts in the State of Jharkhand. Correction of Street Lights: 7. We have heard Mr. Prashant Luthra, Director, M/s Brite Neon Signs Pvt. Ltd. in whose favour contract has been given by the Corporation for the maintenance of the street lights. In the affidavit filed by the Corporation it has been admitted that in many roads/streets the street lights are not functional because of cable fault. On query, Mr. Luthra said that because of water logging and/or because of cable fault due to water logging the street lights are not properly functional. However, he assures this Court that he shall remove all those technical difficulties by raising the height of the generation box and by properly maintaining the street lights. For this he prays for some time. Mr. Luthra assures this Court that he shall start the work by the midst September and complete it by the end of October of this year. In the 1st week of November, 2006 he shall submit a completion report. If any work is left by that time, then the Director, M/s Brite Neon Signs Pvt. Ltd. may seek permission of this Court for extension of time. 8. Put up this matter on 13th October, 2006. 9. Let a copy of this order be handed over to the counsel appearing for the parties.
