ORDER : 1. How the Wildlife Conservation Strategy has undergone a change between 2002 and 2005 is incorporated in brief in the affidavit dated 21st February, 2006 filed by Shri Satish C. Garkoti, Additional Director (S), Ministry of Environment & Forests. Along with the affidavit, a copy of the letter dated 27th May, 2005 addressed by the Ministry of Environment & Forests (MoEF) to the Chief Wildlife Wardens of all States/Union Territories requiring them to initiate measures for identification of suitable areas and submit details proposals at the earliest has been annexed. 2. The MoEF is directed to file an affidavit stating therein the proposals which may have been received pursuant to its letter and whether the said proposals have been referred to the Standing Committee or the National Board for Wildlife under the Wildlife (Protection) Act, 1972 (Sections 5B and 5C). Such of the States/Union Territories who have not initiated the measures and submitted proposals in terms of the letter shall be directed by the MoEF to do the needful within four weeks of the communication of the directions of this Court by the Ministry to them. The MoEF shall indicate in the affidavit directed to be filed what it proposes to do in respect of the proposals that may be received. 3. Our attention has also been drawn to the affidavit of the Ministry dated 7th December, 2004 as also to the circular dated 14th May, 2002 filed as annexure-3 thereto. 4. In the affidavit to be filed, the Ministry shall also indicate whether any steps have been taken for recovery of the amounts from the defaulting units as per the circular dated 14th May, 2002 or any action taken under Section 19 of the Environment (Protection) Act, 1986, as noticed in para 2(i)-(vii) of the affidavit. 5. The affidavit of the Ministry shall be filed by 30th November, 2006. 6. List the matter in December, 2006.
