JUDGMENT : The applicants cannot be permitted to intervene in these matters and, therefore, the applications are dismissed without prejudice, however, to the right of the applicants to approach the appropriate forum. It is stated by learned counsel for applicants that they will file a petition before the High Court under Article 226 of the Constitution of India. The petition, if filed, will be decided on its own merit and dismissal of the intervention applications will not prejudice the applicants. Order accordingly.
