Judgment 1. Learned counsel for the petitioner requests for withdrawal of the petition with liberty to pursue the remedy on administrative side. Having heard learned counsel, we find that no mandamus could be issued. However, in view of the prayer made by the learned counsel, writ petition is permitted to be withdrawn with liberty in terms of the prayer made.
