Judgment 1. On 16.2.1999 this Court has adjourned the hearing of this case after the petitioner has filed an application for impleadment of the respondents after directing the deletion of the name of Shri S. S. Channi who was not a proper party. No application thereafter has been filed despite the expiry of period of more than six years. In these circumstances, no adjudication is possible. Accordingly, rule is discharged.
