Heard Mr. H. Ishwarlal Singh, learned counsel appearing for the petitioners as well as Mrs. Ch. Bidyamani Devi, learned G.A appearing for the respondents. 2. Although many reliefs had been sought for in the present writ petition, learned counsel appearing for the petitioners at the outset submits that this writ petition can be disposed of with a simple direction to the respondents to dispose of the representations dated 31.8.2000 and 23.3.2001 filed by the petitioners and other to the Chief Engineer (Power), Govt. of Manipur and the Hon'ble Minister (Power), Govt. of Manipur respectively. 3. The short factual matrix of the petitioners' case are that the Employment Officer, Imphal issued an Advertisement/Notification dated 30.1.1999 for recruitment to 11 (eleven) posts of Section Officer Grade-II in the Electricity Department, Govt. of Manipur. In pursuance to the said vacancy Advertisement/Notification dated 30.1.1999, the petitioners and others filed applications for the said posts of Section Officer Grade-II in the Electricity Department, Govt. of Manipur. 4. The duly constituted DPC held its meeting on 1.3.1999 and 6.3.1999 for selection of the candidates for appointment in the said posts of Section Officer Grade-II Advertised in the said Notification/Advertisement dated 30.1.1999. The said duly constituted DPC had recommended 11(eleven) candidates for appointment to the said 11(eleven) posts of Section Officer Grade-II and further also recommended 29 candidates for keeping in the panel list. Names of the writ petitioners appeared at Sl.No.15, 16, 19 and 25 in the said panel list of the candidates prepared by the duly constituted DPC held on 1.3.1999 and 6.3.1999. It is stated that the said 11 recommended candidates had already been appointed to the post of Section Officer Grade-II in the Electricity Department. Over and above, the recommended 9 (nine) candidates whose names appeared in the panel list had also been appointed to the post of Section Officer Grade-II in the Electricity Department, Govt. of Manipur. 5. It is stated that the case of the petitioners were not considered for appointment to the post of Section Officer even if their names are included in the panel list prepared by the said DPC and as such they approached the Chief Engineer (Power), Govt. of Manipur and the Hon'ble Minister (Power), Govt. of Manipur by filing representations dated 31.8.2000 and 23.3.2001 respectively. Learned G.A appearing on behalf of the respondents strenuously submits that the life span of the selection list is for 1(one) year and can be extended for another 6(six) months. It is stated that the life span for the selection list could be 18(eighteen) months. According to her, the panel list of the candidates prepared by the said DPC had already been lapsed. 7. Learned counsel appearing for the petitioners submits that the appointing authority has the power and authority to extend life span of the select list. Be that as it may, the petitioners in the present writ petition is only seeking prayer for a direction to the respondents to consider and dispose of the said representations dated 31.8.2000 and 23.3.2001 by passing reasoned order according to law. This Court is also considered view that it is bounden duty of the concerned authorities to dispose of the said representations of the petitioners dated 31.8.2000 and 23.3.2001 and can not be left those unattended. 8. Taking into consideration of the submissions of the learned counsel for the parties and also on perusal on record, this writ petition is disposed of by directing the concerned authorities to dispose of the said representations of the petitioners dated 31.8.2000 and 23.3.2001 by passing reasoned order. It is made clear that the whole exercise shall be completed within 5(five) months from the date of receipt of this Order and Judgment. The petitioners are further directed to approach the concerned authorities with a certified copy of this Judgment and Order along with fresh copies of the said representations dated 31.8.2000 and 23.3.2001, so as to enabling the concerned authorities to take up necessary action for disposing the same with the stipulated period mentioned above. 9. With the above observation and direction, this writ petition stands disposed of. No order as to costs.
