ORDER 1. The petitioner by way of filing this petition before this Court has prayed for a direction to the respondents to implement the circular dated 19.6.1991 which is Annexure A to the petition. It is also prayed for the implementation of the circulars dated 13.8.1991 Annexure Band 21.5.1992 which is Annexure C to the petition. It is also prayed for payment of difference of arrears while fixing the pay scale. Annexure A relates to the revision to the pay and allowances in respect of Supervisors. Similarly the other two Annexures Band C also relates to the same. It has been submitted by the respondents, counsel Shri Ashok Lalwani that the present petition suffers from delay and laches. It is submitted that on the date when the petition was filed, there had already been revision of pay scales with regard to the supervisors. The same is filed as Annexure R-2 along with return dated 21th August 1995. 2. In view of the aforesaid it is submitted that new pay scale since have already come in operation in pursuance to Annexure R-2 dated 21st August 1995 therefore no claim survives with regard to the implementation of the circular for which the enforcement is sought by the petitioner by filing the present petition. 3. Keeping in view the submissions of the respondents, it is true that new pay scale has already come into force w.e.f. 21st August 1995 and therefore the petitioner cannot be granted benefit by this Court in relation to the implementation of the earlier circulars which were issued prior to the enforcement of the new pay scales on revision. 4. In view of the aforesaid the present petition is dismissed.
