Sub-rule (2) of Rule 14 further provides that in case there are more than one such tenant applying for allotment of the same small patch, allotment shall be made by drawal of lots amongst them. It may be stated that Rule 14 does not make any provision to the effect that the adjacent tenure tenants have to be served notice, before allotting the land of small patch. It is only when there are more than one applicant, then the allotment is to be made by drawal of lots.
