JUDGMENT : Y.K. Sabharwal, CJI. Taken on Board. 2. One of the grounds of challenge to the order of Central Empowered Committee (CEC), dated 16th February, 2006, is that the applicant was not heard. Without prejudice to the rights and contentions of the parties, we direct that a hearing be afforded to the applicant. Before hearing, the applicant may file whatever material he chooses before the CEC. It is agreed that the hearing will take place on 11th March, 2006 at 11 a.m. at Hyderabad. 3. Learned Amicus Curiae submits that without going into what has happened in the past, whoever wishes to be heard before the implementation of the order dated 16th February, 2006 can be granted a hearing by the CEC. It is a very fair suggestion. The 3 concerned Collectors would issue public notice notifying all concerned of the date and time of hearing. After hearing the parties, the CEC would pass appropriate orders. The hearing would take place at Hyderabad at 11 a.m. on 4 11th March, 2006. 4. List the application in the third week of March, 2006.
