Judgment J. S. Khehar, J. 1. The petitioner was inducted into the service of the Indian Navya as Regulatory Petty Officer and he discharged his duties as such from 23.1.1957 to 29.5.1972. On 29.5.1972 the petitioner was discharged from his employment with the Indian Navy. 2. After his discharge from the Indian Navy, the petitioner was engaged as a Time Keeper by the Industries Department. He continued to discharge his duties in the aforesaid capacity from 18.4.1978 to 30.4.1998. 3. On 30.4.1998 the petitioner retired from service, on attaining the age of superannuation. 4. Through the instant writ petition, the petitioner seeks the grant of increments on account of military service rendered by him during his engagement as a Time Keeper by the Industries Department, Haryana i. e. for the period from 18.4.1978 to 30.4.1998. 5. The petitioner has approached this Court about 8 years after his retirement. The claim raised by the petitioner is highly belated and deserves to be dismissed for reasons of delay and laches. Ordered accordingly.
