Judgment 1. Respondent- plaintiff filed a suit for prohibitory injunction with a prayer that the appellant- defendant be restrained from enforcing the order dated 22.6.1988 vide which recovery was ordered to be effected from him, on the ground that he has purchased sub-standard material and also that when he purchased the said material, there was no budgetary provision for the same. The suit was decreed. Appellant failed in appeal. 2. It has been noticed by the Courts below that the material was purchased when, the then Administrator accepted the lower quotations of the party from whom it was purchased and further that necessary sanction to purchase that material was granted by the administrator, who was responsible to look into budgetary provisions for the said purchase. No objection was raised when sanction was granted. 3. In view of findings given by the appellate Court below in para nos.16 to 20, no case is made out for interference. No substantial question of law has been raised. Dismissed.
