JUDGMENT : 1. Pursuant to our directions on 17.1.2006, as part of the implementations of the guidelines issued in Vishaka and others v. State of Rajasthan & Ors. 1997(6) SCC 241 , some of the States have filed affidavits. The State of West Bengal, Sikkim, Maharashtra, Haryana, Mizoram, Gujarat have filed affidavits. Mr. P.H. Parekh, counsel for the Press Council of India, submitted that the Press Council of India has filed affidavit. The State of Kerala and Assam seek some more time to file affidavits. 2. The following States have not filed any affidavit :- State of Andhra Pradesh, Bihar, Chhatisgarh, Goa, Madhya Pradesh, Jharkhand, Tamil Nadu, Karnataka, Orissa, Punjab, Rajasthan, Uttar Pradesh, J&K, Meghalaya, Himachal Pradesh, Manipur, Tripura, Nagaland, Uttaranchal, Delhi and Pondichary. 3. Copy of this order along with the copy of the order passed on 17-1-2006 be sent to all the Chief Secretary of these States and direct them to file affidavits within a period of two months from today, failing which further action will be taken in the matter. 4. Counsel for the petitioner will compile the main points of all the affidavits and point out deficiencies, if any, in compliance of the directions issued by this Court by any of the States. 5. List after summer vacation.
