Judgment Ashok Parihar, J.-Petitioner is claiming declaration as semi-permanent and permanent on the post of Store Munshi after completion of 2 years and 10 years of service respectively from the date of initial appointment. 2. There is no dispute that the petitioner has been paid salary of the post of Beldar right from the date of his initial appointment and he has also been declared semi-permanent and permanent on the post of Beldar accordingly. There are certain duties and responsibilities of Store Munshi under the Work-charge Service Rules. There is nothing on record to show that the petitioner ever performed duties of the post of Store Munshi. Merely performing some duties of clerical nature would not entitled him for the post of Store Munshi which is only a promotional post. So far as regularisation on the post of LDC is concerned, same can only be done under the provisions of the Rajasthan Subordinate Office Ministerial Staff Rules, 1957. Though, some reference has been made by learned Counsel for the petitioner to the amendment made in the Rules of 1957, however, no material has been placed on record that the petitioner ever applied or made representation when one time absorption of certain work-charge employees were made on the post of LDCs as per amended Rule 7 of the Rules of 1957. 3. Having considered entire facts and circumstances, the prayers, as made in the present writ petition, cannot be accepted. 4. Accordingly, the writ petition is dismissed as having no merit.
