Order There is nothing on the record to suggest that 'The Chotanagpur Regional Handloom Weavers' Co-operative Union Ltd., Ranchi' is a wing of the State. Mere mention in the Letter head i.e. a Government Control Organization cannot be a ground to hold 'The Chotanagpur Regional Handloom Weavers' Co-operative Union Ltd., Rranchi' is a State as per Article 12 of the Constitution of India. Therefore, no writ of mandamus can be issued to respondent. The petitioner may move before the Registrar, Co-operative Society, Govt. of Jharkhand, Ranchi. 2. The writ petition is dismissed.
