Despite passage of considerable time, neither the Union of India nor any of the six States have filed response to the synopsis filed by the petitioner stating how various provisions of Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 have not been implemented. 2. We direct the State Governments and the Union of India to file their responses in the form of affidavits within a period of four weeks failing which we will have not option but to direct the personal appearance of the Chief Secretaries of the concerned States though we would like to avoid in making such a direction. 3. List the matters after four weeks.
