ORDER 1. Respondents 1 and 2 are directed to file reply within four weeks. Likewise, the other respondents are also so directed particularly the States where the number of animals is more than what is specified in Letter No. 7-2/94-CZA(VK) dated 7-2-1995 issued by the Central Zoo Authority. 2. The copy of the order be served on the Standing Counsel of the State Governments.
