Judgment 1. As in all these group of writ petitions, the relief prayed for is more or less similar, with consent of the parties, the same have been heard together and are being disposed of by this common order. 2. In all these writ applications, grievances of the petitioner(s) are related to the claim of salary and other emoluments incidental thereto, besides other claims, which, according to the petitioner(s), (s)he/ they is/are entitled. It has been alleged that despite representing for the same, the respondent-authorities have not considered and disposed of the claim and in the above circumstances, the petitioners have been compelled to approach this court by filing the writ application under Article 226 of the Constitution of India. 3. No. counter affidavit has been filed on behalf of the State as yet, except in very few cases. 4. It has been submitted on behalf of the petitioner(s) that for redressal of the grievances of the petitioner(s), this Court may permit him/her/them to file fresh representation before the Director, Primary Education, Government of Bihar, Patna/ the Chairman, Sanskrit Shiksha Board, Patna/concerned District Education Officer/ concerned District Superintendent of Education as the case may be, within a period of six weeks alongwith the certified copy/xerox copy of the certified copy of the present order as well as enclosing the copy of the relevant documents in support of the claims. 5. In this view of the matter, if such a representation is filed highlighting the grievances as made in the writ petition as also any other claims, which have accrued during the pendency of the writ. application(s), within the aforesaid time, the Director, Primary Education, Government of Bihar, Patna/concerned District Education Officer/concerned District shall consider the grievances of the petitioner(s) and dispose of the representation by a reasoned order expeditiously, preferably within a period of four months on receipt of such representation. In case any amount is found payable, upon such consideration, necessary order(s)/direction(s) should be issued immediately for payment to the petitioner(s), so that the payment is made within another six weeks from the date of disposal of the representation by the competent authority. While passing such order, the aforesaid authority shall also consider with regard to payment of interest over the amount which was found payable as on date and could not be paid earlier.

In case on consideration the claim or any part of the claim is found not payable, the same may be indicated in the order passed on the representation with the reasons thereof. A copy of the order passed on the representation shall be communicated to the petitioner(s) by registered post. 6. All the above writ applications are, thus, disposed of with the above observations and directions. 7. Let a copy of this order be handed over to the learned Advocate General for communication to the Director, Primary Education, Government of Bihar, Patna/ the Chairman, Sanskrit Shiksha Board, Patna and also to Mr Tej Bahadur Singh, the learned Counsel, who appears on behalf of the Chairman of the Sanskrit Shiksha Board for needful.
