JUDGMENT According to the report submitted by the Registry, ten High Courts have not filed progress report/affidavit. Out of these ten High Courts, three High Courts, namely, High Courts of Patna, Gujarat and Sikkim, are represented in Court through counsel. They pray for and are granted six weeks, time to file their progress report. 2. So far as High Courts of Calcutta, Chhattisgarh, Jharkhand, Karnataka, Gauhati, Himachal Pradesh and Jammu and Kashmir are concerned, copies of order dated 2nd August, 2005, passed by this Court were forwarded requiring them to file the responses within four months, which time was extended, till 15th December, 2006. Though a period of eight months has expired, but responses have not been filed. Call for reports from the Registrars General of these High Courts as to why responses have not been filed which must be submitted within six weeks from today and within the same time, latest status report should be filed. 3. So far as the States of Tamil Nadu, Kerala and Union Territory of Pondicherry are concerned, it has been stated that responses have been already filed on 23rd March, 2006, 13th January, 2006 and 7th April, 2006 respectively. 4. In relation to the States of Nagaland, Bihar, Tripura, Meghalaya and Uttar Pradesh, six weeks further time, as prayed for, is allowed to file the responses. 5. To the States of Andhra Pradesh, Goa, Haryana, Jammu and Kashmir, Uttarakhand and Union Territories of Dadra and Nagar Haveli and Lakshdweep, copies of order dated August, 2005, passed by this Court were forwarded requiring them to file the responses within four months which time was extended till 15th December, 2006. Though a period of eight months has expired, but responses have not been filed. Call for reports from the Chief Secretaries of these States and Union Territories as to why responses have not been filed which must be submitted within six weeks from today and within the same time, latest states report should be filed. 6. Let the Governments of other States, Union Territories and the Registrar Generals of other High Courts file latest status report within six weeks from today. 7. Place the petition after eight weeks. 8. Let copies of this order be sent to Chief Secretaries of the concerned States and the Union Territories and Registrars General of the concerned High Courts as enumerated in Paragraphs, 2 and 5 above. Order accordingly.
