The grievance of the petitioner is that a summon has been received from the Delhi Commission for Women requiring the petitioner to appear personally before the Commission on 13.7.2007. That date has gone by and a fresh date has been given being 2.8.2007. 2. Apart from the merits of the matter, which has not been gone into by this Court at this stage, the issue is that the petitioner has been summoned without any copy of the complaint being served upon him. The petitioner has also a grievance that he may be represented through Counsel and not necessarily be present in person. 3. It is open to the Delhi Commission for Women to summon a person for attendance, personally or through pleader, depending on the fact as to whether the examination of the person on oath is necessary or not. I am not going into those aspects of the matter at this stage. The only question that needs to be addressed is that the petitioner be supplied with a copy of the complaint before he is required to appear before the Delhi Commission for Women. Accordingly, the respondent Delhi Commission for Women is directed to immediately supply a copy of the complaint to the petitioner so that he knows what the allegations against him are. It is only thereafter that the fresh summons be issued to the petitioner in accordance with law. It goes without saying that the fresh summons by the Delhi Commission for Women would be issued after taking into account whether the petitioners presence is required or he can be represented through Counsel.
