It has been stated on behalf of the State of West Bengal that persons whose names have been enumerated in Annexure R-1 were issued notices for vacation but it has been nowhere stated as to why no proceeding under Public Land Encroachment Act has been initiated. The State should state on affidavit as to why no such proceeding has been initiated. If any such proceeding has been initiated, its number and stage should be mentioned.
