ORDER : 1. Copy of the Master Plan has been placed on record by learned Solicitor General. A copy has also been handed over to learned Amicus Curiae. It is pointed out by learned Amicus Curiae that several petitions have been filed challenging the correctness/legality of Master Plan, 2021. These petitions shall be renumbered as I.As. in the main I.A. i.e. I.A. No. 22. As all these petitions are stated to be PILs, they shall be dealt with by learned Amicus Curiae who is granted four weeks' time to give his suggestions pointing out deficiencies, if any, in the Master Plan, 2021 so that remedial measures, if any, can be taken. He can also suggest changes which can make the Master Plan move effective. Learned Solicitor General has stated that he shall hand over an index of the papers/materials which have gone into making of the Master Plan, 2021 and essentially form the foundation therefor. Learned Solicitor General for the Union of India, learned counsel for M.C.D., D.D.A. and the Delhi Government are granted two weeks' time to file their response, if any, after suggestions are made by learned Amicus Curiae within four weeks. As agreed to by learned counsel for the parties, the matter shall be listed on 10th April, 2007 and to be continued on 11th and 12th April, 2007, if the necessity so arises. 2. In view of this arrangement, the interim order stopping sealing by the Monitoring Committee with the assistance of MCD and DDA shall remain operative until further orders. This order shall be operative only in respect of those premises which are covered by the Master Plan, 2021 and not for those which are not covered by the Master Plan. 3. If the Monitoring Committee appointed by this Court has any suggestions to make, the same shall be done through the learned Amicus Curiae. 4. Learned Amicus Curiae wants to take assistance of an Advocate- on-Record. He may suggest any name within two days so that name of the Advocate-on-Record can be indicated in the cause-list henceforth. 5. The earlier direction for listing some I.As. on 20th February, 2007 shall not be carried out and all these matters shall be listed on 10th April, 2007.
