ORDER "The issue of a pre assessment notice to an assessee who was not registered as a dealer and did not file his return of his transactions, the lis between the assessee and the revenue would commence on the issue of pre assessment notice and any appeal against the assessment has to be filed along with the pre deposit of tax as in force on that date."
