ORDER I. "It is trite law that even temporary employees are entitled to protection under Article 311(2) of the Constitution, (enquiry and opportunity)." II. "It is settled legal position that in the absence of any reasons contained in the order terminating the services of a civil servant, the Authority cannot seek to support the order by the reasons stated in counter affidavit filed in answer to the affidavit in support of the writ petition."
