Judgment 1. Upon the joint request of the learned Counsel appearing for the parties, the matter is taken up for final hearing at the admission stage. 2. In this Public Interest Litigation a very interesting proposition of facts including the mass misappropriation, irregularities and defalcation of money meant for the Sampoorn Gramin Rojgar Yojana Scheme for the persons, living below poverty line of Siwan District, sponsored by the Government of India for the period of 2000-01 to 2004-05, have been voiced and raised. 3. In pursuance of the report of the Comptroller and Auditor General, the counter affidavit has been filed. We have heard the learned Counsel appearing for the parties. We have, also, perused the records. 4. Upon consensus, we direct the entire inquiry to be handed over to the Vigilance Department, Government of Bihar, as the committee constituted to enquire into the matter is of the same district and it has yet not started effective work to inquire into the allegations and report of misappropriation, irregularities and defalcation of the money in respect of the aforesaid scheme since last four months. 5. The Vigilance Department on conclusion of the inquiry will submit the report before the Government and endorse a copy whereof to the Registrar General of this Court within a period of 5 months from today, failing which it will be open for the petitioner to appropriately move this Court for further direction and order. 6. With this observation, the petition shall stand disposed of at the admission stage upon consent. Notice is discharged. 7. Let a copy of this order be given to the learned Counsel for the petitioner.
