JUDGMENT I.A. No. 22 We are shocked to find that inspite of our earlier orders, has been a total sense of non-cooperation exhibited by the M.C.D. and the police officials. The report of the Monitoring Committee shows that on 3.4.2007, 4.4.2007 and 9.4.2007, police authorities did not cooperate in the matter of sealing of the unauthorized premises. 2. Let the Commissioner of Delhi Police and the concerned area Police Officers appear in person on 11.4.2007 before this Court and file affidavits indicating as to under what circumstances the orders of this Court were not carried out and there was non cooperation in the matter of sealing. Similar shall be the position so far as the Commissioner, M.C.D. is concerned. 3. The matter shall be listed tomorrow, i.e. 11.4.2007 for this purpose only. 4. There cases shall be listed on 7.5.2007. Before that date, learned Solicitor General shall indicate the time schedule during which the various infrastructural deficiencies pointed out by learned Amicus-Curiae are expected to be taken care of. It needs no reiteration that areas which are not covered by the Master Plan are not exempted from sealing operations. Only those areas and constructions which are prima facie covered by the Master Plan shall be left out of sealing operations. 5. Report No. 34 of the Monitoring Committee shall be kept in a sealed cover. 6. Copies of the Monitoring Committee's said Report shall be given only to the learned counsel for M.C.D., Delhi Police and learned Solicitor General. 7. The Charts submitted by learned A.C. be kept on record. If any person, who has interest in the litigation wants to have a say in the matter, that can only be routed through learned Amicus-Curiae. The necessary information and materials be given to learned Amicus-Curiae. 8. The response of the DDA shall also be filed which shall be taken on record. Suo Moto Cont. Pet. No. 2026 12. The interim order passed on 12.12.2006 shall operate till 7.5.2007. But no new students shall be permitted to be admitted in any class until further orders. W.P. (C) No. 610 of 2006 13. By an earlier order, we had directed that all the petitions relating to sealing in Delhi are to be routed through learned Amicus-Curiae, a reference has been made to Writ Petition (C) No. 610 of 2006. Though learned counsel for the petitioner wanted to be heard separately, we decline that prayer. The matter shall be heard, as suggested by learned Amicus-Curiae.
