ORDER : 1. Pursuant to our order dated 28.03.2007 directing the 14 States to file counter-affidavit and also Home Secretaries of all the 14 States be present before this Court today, the Home Secretaries of the concerned States are present in the Court today. The counter-affidavits filed by the respective States are taken on record. Further presence of the Home Secretaries of the concerned States are dispensed with. Crl. M.P. No. 9793/2005 2. This Court also directed that the concerned States who have not filed response to the application to file counter-affidavit within eight weeks. 3. A contention has been raised by some of the States' counsel that no copy of the Crl.M.P. has been served on them till today. This Court on 24.01.2007 directed that the petitioner to make available copy of the petition to all the States' counsel within one week. It is stated by Mr. Krishnan Venugopal, learned counsel for the petitioner that pursuant to the aforesaid direction a copy of the petition has been furnished to all the concerned States' counsel and affidavit of proof of service has been filed today. 4. Any concerned State's counsel who has not receive a copy of the Crl.M.P. No.9793/2005 as on today shall collect the same from the counsel for the petitioner within a week from today. Thereafter, they may file response to the petition. 5. List it after four weeks.
