Judgment 1. Heard 2. This application shows pitiable state of affairs of a hapless mother. Her child was kidnapped for ransom. Her husband and her father (Nana of the boy) went with ransom money. Ransom money was taken but they were killed simultaneously. Two FIRs were registered. After investigation, charge-sheet was submitted. In the chargesheet, three persons were shown to be absconders. The petitioner, being the daughter of one murdered person, the wife of another and the hapless mother of the kidnapped child, filed this application drawing the attention of this court to the fact that three persons were shown to be absconders in the charge-sheet but no sincere efforts were being taken by the police to arrest them nor any step has been taken to recover the boy. In other words, what was sought to be projected was that police having fed the charge-sheet have gone into deep slumber. Their job was over. This court finds that the job of the police is not over on conclusion of investigation. The job of the police continues till all accused persons are brought before the court and property stolen, persons kidnapped, persons abducted are recovered. Mere filing of charge-sheet does not absolve of its statutory obligation. After long delay counter affidavits have been filed. In that it has been stated that out of three absconding persons, one was recently apprehended. It is alleged that he disclosed that the boy ted been killed long back and buried in river bank but due to passage of time the police could not recover the body and as such the informant must reconcile that the child has been killed and the police has not been able to recover the body but so far as the other two persons are concerned, only a statement was made that efforts are being made to arrest. 3. This court can do little to wipe the tears of the petitioner but certainly it can extend its jurisdiction to request the DGP, Bihar, Patna to look into the matter and see that the accused persons are apprehended because this is the least we can do for a lady who has lost three generations next to her being her father, her husband and her child. 4. Let a copy of this order be sent to DGP, Bihar, Patna, for information and necessary action. 5. This writ application is disposed of.
